I expect both Hugh and Ernie Bob are correct that you will need to rebuild your TA to have it work as it's supposed to, but before jumping into that, I'd suggest trying to adjust the clutches to specification first. I've seen a number of these tractors at auctions, etc., and almost all of them have had their clutches adjusted incorrectly. Given this, it's no wonder people have so much problems with TAs. If you haven't purchased it already, the Operator's Manual, available from Binder Books, tells you how to do the adjustment properly, along with a myriad of other things which are non-obvious to the newby tractor owner.
