That is normal for a 460 to operate like that.Especially if the engine is cold.What is happening is the governor opens the throtle plate wide open and the manifold vacumn drops to zero.With manifold vacumn at zero no gas can be drawn from the carb into the intake manifold and there is no accelerator pump on the carb to manually force gas into the manifold therefore you have a momentary lean fuel air mixture which causes the engine to sputter and backfire.The only way to overcome this is to move the throtle very slowly when the engine is cold so the throtle plate does not open wide open and you can still maintain vacumn in the intake manifold to draw gas out of the carb.
