Rough Running IH240 Utility

Posting my first message in this forum and looking for advice. The 4 cylinders commpression check out at 140-150# after warm up with#3 at 150#. #3 spark plug fouls up with what looks like oil and blows gas back to carb. It runs better with wire off#3 also. The other 3 cylinders foul up with carbon. I run Champion D18s. Distributor points are pitted and timing marks hard to read so painted area. Engine oil is 1" above full mark. Yes I have blue smoke coming out exhaust. I bought from a dealer 3 weeks ago and he later said (as is) Got lots of manuals to. Questions:Carb kit,D21 plugs,tune up kits,etc? Got the time and retired to work on as this tractor has many pluses. Thx BC
