Rubber on Steel

I have a set of steel wheels on the rear and front of my tractor. I have removed the lugs and would like to put rubber on the wheels so I can drive it in a parade. Can any one give me any ideals on how to cut down an old tire to bolt on the rear wheels? Any help would be welcome. Thanks Johnny.
