new guy farmall cub owner

just got a farmall cub not sure what year it is, and it wont start. old owner said it was running but would stall out under a load. they had the carb rebuilt then took off the govener and claimed they didnt put it back on right that maybe it was out of time. it has a belly mower on it not in too bad of shape any information on how to find the year and how to get it running would help
