1456 burning oil

The 1456 was overhauled 2000 hours ago. It started burning engine oil right away slowley getting worse. Burns about 1 to 1 1/2 gal a day. Yhe funny part is that when you work it hard it hardley burns any oil. When idiling I can see blue smoke coming out of muffler. Put a new turbo on 1 year ago because the intake pipe had oil in it. Could it be the valve seals? Or what else could it be? Thanks for any help
