IH460 two point

I've got a IH460 utility with a two point quick hitch. I want to know if I can get it to have down pressure. Its got one cylinder mounted up and down on one side. Also it has a lever on the left side of the battery box that you can set higher or lower that has linkage going to this cylinder and extending under the tractor that I have no idea what it does. Can't see any change between full up or down. Thanks for any help.
