pto gremlin in 61 cub

just yesterday I noticed while getting ready to attach a rotary mower to the tractor and the tractor at a fast idle, the pto shaft started to turn even though it was not locked into gear. I could put my hand on it and stop it but it would start back up again after a few moments. This is a first for me! I had used this mower for the first time only a few days before to cut 1.3 acres of grass with no problems. Any possible cures for this pto quirk? I did not run the tractor after I noticed the problem and looked through my service manual for advice but found nothing. I hate taking it to the tractor dealer if it is something I could fix myself.
