IH 454 or anyone with the C-157 motor

I have a 4500 Series B forklift with the C-157 motor that was missing the carb when I got it. I bought a remanufactured one and I think I just need to re position the piece on the end of the shaft that the rod to the governor goes to. Because it has the hole on the bottom and it seems that to work right it needs to be on top which is just a case of driving the rollpin out and turning it but wondered if anyone with the C-157 could look on theirs to see which way your is? I do have the manual but it doesn't show it. thanks alot mike
