Hard starting IH 404

I've got a '61 IH 404 that just refuses to start and run when the temp. drops below about 30 deg. F. The compression, carb, and ignition are all ok. I tuned it up recently in hopes of correcting the problem, but it didn't help. It starts fine when the temp. is above freezing. It has a nearly new Interstate battery to boot. It just hits, fires for a second or two, then dies until the battery is drained as if the engine won't overcome the drag from the cold oil. I'm using 10w30 Valvoline, but considering going to 5w30 in winter. The battery looks too small (I've seen bigger in garden tractors) but there's no room for a larger battery. I'm to the point of putting a larger battery on the side forward of the clutch pedal and installing an electronic ignition for good measure. Has anyone else had this problem and how did you solve it other than firing up a heater in the barn to warm it up before starting?
