roller chain

I just read that the wear limit for roller chain is 3% extension. I tested some chain and that is a pretty sloppy chain. Does anyone here know if it is more economic to change the chain earlier and then change both chain and sprocket next time or should I just run the chain out to 3% and change everything at that time?
