I'm fairly sure that this tube is used to evacuate moisture out of the engine. It begins in the top of the governor housing, goes into the head and then into the tube that you see in the rocker cover. It eventually plumbs into the air cleaner where the slight vacuum pulls vapors/water out of the engine and burns it. The small holes that you see in the tube actually pull these vapors out of the rocker cover. Don't know what size they should be or how many. A couple of the ones in my W-9 were soldered closed. Could have been a field fix or something. I just left them alone.
