Depending on the type of weld process used it might not cause problems. If a great welder makes skip/cool passes and knows what they are doing, and if it is more than an inch and a half away from the spigot area it will probably not be a problem. The Orings can be successfuly replaced on old sleeves. The cleaning of all surfaces and the depth of the grooves is important, as is the lubing of the spigot as it is inserted (with dawn detergent or similar) It will be necessary to ridge ream the cylinders, and hone them for the new rings to seat.
