OT fencer unit not working

GOODAFTERNOON I know this is off topic by I think you all would be the best guys to ask. My fencer isnt charging my electric fence. I checked all around the fence for possible grounds and it is ok . The fencer is new from Agway and it was working ok till now. Could wet ground or frozen soil cause a bad ground. I cant even get the tester to light off the terminal on the fencer.
