It may be possible that the system is getting air in somewhere on the suction side,or the fluid is foaming. I have seen some systems where it has to sit a while to let the air gather itself together and find its way back to the res when it restarts.It may take a few times becuase the air may be in such small bubbles it takes a while to float out of the oil. Just a little air will make a lot of wracket, like the power steering on a car when it is low on fluid.Just an idea to try, good luck.
