Super A governor surging during idle

The last couple of times I had tractor going it was fine during warmup. Remember up here in Nova Scotia, Canada temp.is hovering slightly above freezing. After giving the tractor a good warmup and are moving at full throttle and slow the engine quickly it may stop. During idle after warm the tractor actually isnt surging, but rather taking a quick drop in rpm and recovering instantly. These dips may ocurr 10 sec. apart or 60 sec. apart. Had the governor completely rebuilt by CaseIH dealer 10 years ago. The tractor worked quite steady up to 1 year ago, has been sitting a lot in past year. Had to take fuel tank off 2 weeks ago and clean water and crap, I would say mainly condensation. Any suggestions on how to cure this, adjustment or more? Hugh
