IHC 400 project

this is a followup to a previous post. I drove this 400 with a mounted picker for 2 hrs from the auction site to storage. What an adventure. Unit had not been run for about 3 years but started good, run good, no smoke,started down the road, barely made the first hill in 4th. It improved some but any incline meant 5th gear low range so I got to play with the TA a lot What I didnt expect was the front end shimmying that happened at about 10 mph which I understand is a weak point and typical of Ms and 400s. I would appreciate to hear what your experience has been on the above problem. I suspect the low power is due to governor problems and shimmying is due to worn worm gear or segment and or spline wear. Overall this appears to to be a good tractor and should be a good project.
