'48 M need info

Another dumb question from a want to be. I have a M with a wheel on the side that grandpa used But I probably never will when I restore the tractot I will keep it there but in the mean time should I take it off to keep it out of the weather? What is it made of and what is it called. I also need to know if there is a way to tell if this tractor has hydraulics. I have two pipe fittings on the left hand side that are capped off and a lever I can not tell what it does but when I engauge the lever I do not hear a pump load up or any differance in the way the tractor is idling. Help!!
