Dick: YOU CAN HAVE ACCEPTABLE BRAKES ON THAT TRACTOR. PROBABLY NOT EYE POPPING BUT ACCEPTABLE. FIRST THING TO DO IS CHECK AND SEE IF THE DISCS ARE GLAZED, NOT TO UNCOMMON, IF THEY HAVEN'T WORKED GOOD FOR SOME TIME. MY ADVICE WOULD BE TO GET NEW ONES, NOT NECESSARILY FROM IH, GENERIC WILL DO. NOW CLEAN UP THE HOUSING, WEAR A MASK WHEN DOING THIS, DON'T INHALE THE DUST. CLEAN UP THE ACTUATORS. TAKE THEM APART AND CHECK THE STEEL BALLS, CLEANING OR REPLACING AS NECESSARY. WHEN INSTALLING DISCS, PUT SHARP EDGE OF INNER BORE OF DISC AWAY FROM ACTUATOR. ON ACTUATOR TOGGLE BE SURE TO CLEAN UP PIVOT PIN AND LUBE WITH NEVER-SEIZE, MAKE SURE AND CLEAN ANY PIVOTS FROM BRAKE PEDAL TO BRAKE PULL ROD AND LUBE WITH NEVER-SEIZE AS IT WILL KEEP IT FROM RUSTING AND CAUSING FRICTION. YOU SHOULD HAVE BRAKES THAT WILL AT LEAST SLIDE THE WHEELS. ANOTHER TRICK IS TO KEEP BRAKES APPLIED AND LOCKED WHEN EVER IT IS STATIONARY. GOOD LUCK DICK. NEAL S.
