Needing F30 advise.

I pulled my Grandfather's 1938 F30 out of the barn this weedend to start a winter restore project. Five of the valves were stuck and I was able to free up three . The other two still after two hours of penetrating oil and working them up/down with a bar are still stiff. At what point do I call it quits and make a plan to pull the head? If I do pull the head what other problems will I run into and issues to consider. I have priced the gasket set at about $150. Also if the head is removed should I change the piston rings and do a complete valve job or just reseat. Please advise! (I'm new to this stuff but love old tractors.)
