Turn carb upside down, without gasket. Measure from the carb base (where the gasket was) to the top of float. Your tractor mechanics just adjusts them so the float is parallel with the carb....check the shape of your needle valve. Some of these are rubber, but the rubber gets very hard over the years, and no longer seals as well, which causes problems too.
