Super A pump Pressure Max Throttle, 750psi What to do?

I could not figure out why my rockshaft arms barley move on my Super A hydraulics. So I first took the hydraulic unit apart cleaned everything. That did not seem to do to much. Next I read the IT manual and it said I should get 1100 to 1500 psi I can only get 650 to 750psi. Does it sound like my pump needs some work? It was tested at the pipe just before it goes into the hydraulic unit with 30w oil. What have others been getting for pressure? Can the pump be rebuild, traded or is it scrap? Am I on the right track? What other tractor pumps are interchangable?
