HELP!! Leaky Farmall 450 Hydralic Lever - Pwr Steering

I am looking at a 450 Farmall to purchase that has a leak coming from the Hydralic lever assembly just on the right side of the steering column. I am looking at this tractor to purchase and am wondering if I should keep looking. I have been told there are O-Rings that go bad and that is probably what is wrong. It also has Pwr Steering and it doesn't work at low motor speeds. Is that normal? It is the type that has some sort of valve that shares the Hydralic fluid system. Do these problems sound like trouble or just minor fixes. My dad has a 400 and it has a separate fluid reservoir on the pwr steering pump like a car. It is located just under the hood by the radiator on the carburetor side and it leaks a little but has always worked well. My final question is I have found another 450 that has no power steering with a factory wide front end and how hard/expensive would it be to put power steering on it as I plan to take the Koyker Loader from our Farmall 400/Tri-cycle off and put on the 450.
