Opportunity to buy a 10-20...need info!

I have the opportunity right now to purchase a 10-20 from a guy that his dad bought originally. He wants $300. He says that it is a 1929 model but the serial number is KC4830 and on tractortips.com that would be a '23 model. Also what does it mean if the beginning of the serial number starts with a KC or NT or something like that? Well anyways I don't know anything about the 10-20's. We are going to restore it and was kinda worried that once we fix it up if anybody would buy it and what they are worth restored. Lets see here, the tractors on full steel...great cleats, fenders are a little banged up and sheetmetal over motor is a little banged up but all in all its pretty fair. The only problem is, is that the motor has NO COMPRESSION what so ever. You can just turn the crank like nothing. I guess the valves are stuck or the rings are shot. Can I get them? This thing has been setting in a barn for years so its not rused or anything and hasnt been run. Book says it uses same motor as F-30. Well anyways it seems like a neat little project and wondered what you guys thought?
