More horsepower for my H

I'll soon be overhauling my '48 H and I'm wondering if anyone has some ways to increase my horsepower by around 10 - 15 horses for pulling. This H pulls pretty good until the engine starts lugging down then it just peters out. Right now it's putting out 30 Hp measured with a PTO dyno. But I want to beat the pants off those green tractors. our club rules say that the engine has to be "stock" but I'm sure there are many that are far from stock.
