saginaw three point

I am new to this stuff but I have a question. I want to use a draw bar that I bought at tsc store. But the draw bar spins on the hitch. So I picked up a set of the drawbar clips to bolt on to hold the drawbar in place. Problem is that the clips are not wide enough to go on the arms that go to the drawbar. The balls that the drawbar go into have two holes. I asume that this is for class 1 and class 2. Could it be that I need clips for a class 2 hitch. The width of the arm is 3 3/4 inchs.
