French and Hecht Round spoke wheels

We have a pair of rear 38 inch round spoke wheels that are now on a Farmall F-12, but I don"t think they are correct for the F-12 because they look so large in the hub for this small of a tractor. They are round spoke F and H wheels. They seem unusual because they use lugs so the rim can be removed. On the hub, it says F&H and the part number on the hub is HC450 and then there is a B below the part number, what were these wheels originally for? Any help would be appreciated. They are just a one spline hub.

Here is a picture. The lugs are missing because someone welded it to another rim. They may look like there is a band welded around them, but that is factory because the spokes are riveted into the band,NOT welded, but the band is welded to the rim. The other side of the hub is looks very heavy for a little F-12. Do you know what they are for?????

I'd guess the originaly used a 36 inch demountable rim. The F20 and F30 had similar options and could be used with duals. Here is apic of the same style for an F30
