Ford 2000 starter problem

My Ford 2000 Starter will work if I put 12v to starter terminal. But very low voltage to package above the starter when I throw the start switch. Any more ideas????

Sounds like you might have a shorted soliniod. A soliniod is just a coil or wire that pulls a large set of terminals to work the starter and if its bad you will get a reading like that

If you have 12 volts at the battery, you need to find where that voltage drop is occurring. That will likely be your problem. There may be more than one bad connection. All assuming battery is close to 12 volts under load.
