Probably the Germans. But probably a semi-deisel, but a diesel all the same.

Caterpillar Sixty crawler, 1931, first Diesel tractor of any kind. First wheeled Diesel tractor by IH in 1934.

First Wheeled was the IH McCormick-Deering WD40 for the 1935 model year.
Cat made a diesel on tracks sometime before that, I'm not sure which year though.

Farmall MD and WD9 were the first International diesels I think. Not sure of the year. Allis Chalmers WD-45 Diesel was 1955 or so.

Actually the McCormick-Deering WD40 was the first American production diesel-powered wheeled tractor. It began prduction in 1935. (The WD-6 and Farmall MD didn"t appear until 5 years or so later...)

Incidentally he Caterpillar "Diesel" crawler was the first American diesel of any type - it went into production about 1932.

Caterpillar is generally accepted as having the first US production farm tractor in 1932, with their 68-79 crawler. IHC followed a couple of years later.
It wouldn't surprise me if the Germans hadn't put a diesel in a tractor before that. Mercedes was producing diesel trucks back in the 1920's.

I think International made the first diesel wheel tractor on this side of the pond. Perhaps the Germans (who love diesels) had one earlier.
