Have you rebuilt the carb?

simple fix, rebuild the carb as that is the only thing that can/will cause your problem

Define "floods out".

Does it get so much gas while it's running it begins to smoke, and then stalls?

Does it drain gas into the cylinders while it's shut off?

Or, is it just hard starting because of to much gas?
