Runs vs Don't Runs

I just got a sale bill for a bunch of antique tractors and engines and I'm confused. Sometimes the description of an item says "Runs". Others say "Does not run". Some also say "complete" or "Parts are all there". I assume this is somewhat the same as "Does not run". The ones that really confuse me are the ones that say "Has not run" or "hasn't run lately". I have an old Farmall I have been trying to overhaul for many months. Assuming I give up on it and list it for sale, should I say it "Does not run" or "hasn't run lately" (it did "run" before I tore it down), or should I say "Complete", or "Parts all there"? Your collective wisdom would be appreciated.

or, "would run" if I weren't too cheap to have a real mechanic look at it. Or how about "ran when parked" but no reference as to how long that has been. Have seen those "all of the parts are there" if you can find them in this mess! Complete basically would mean that if the engine weren't stuck and the transmission hadn't frozen with water in it, it would probably be restorable if you bought these other 2 "runners" for parts. Sometimes tractor descriptions can be pretty colorful.

I love the "ran when parked" one. OF COURSE IT RAN WHEN PARKED.

That is like sayin grandpa was alive right before he died!!

Even the "Runs" ones are scary if there is no picture or mention of completeness or condition.
