Decompression Lever Operation

On my '63 FSM, I have disassembled and cleaned the rocker arm assembly. All the woodruff keys are in place, and everything looks as the diagrams in my I&T manuals. When I operate the decompression lever, there is no appreciable movement of any of the valves. What could be the issue?

Also, the decompression lever "plate" seems to have lots of play when I operate the lever. So much so that sometimes the detent ball falls out! I suppose that is what had happened to it before I got the tractor. At any rate, do you have any suggestions?? The retaining pin seems to be ok. I have not mic'd the hole yet. What should those specs be? Is there any reason why the hole cannot be machined a bit larger and a rolled pin inserted? Or is the play in the plate an indication of why I am not seeing movement in the rocker arms when the lever is manipulated??
