How can you know for sure that a coil box is OK and able to transfer juice. Will

First off, NONE of the brass contacts should be grounded to the metal box. The bottom 4 contacts are power to the 4 coils and are tied together. The wire from the magneto contact lug at the clutch housing goes to them.

The top row of terminals on the back of the box are for timing. These should be wired to the "commutator" cap on the front of the camshaft. When the roller on the end of the shaft contacts the terminal, the corresponding coil primary is grounded which opens the points for that cylinder to fire.

The bottom row of terminals on the back of the box are for the spark plug wires.

Also I had problems with the brass contact lugs on my coil box (after years they lose their strength and dont touch coils properly. new ones are available from model t parts sellers for around $7
