Charging and ammeter problem

Hi, I have a problem, it appears that the ammeter is charging because ive tested it, it appears also that there is about 12.4 volts at the wire going through the Ammeter, but the ammeter still gives no reading, but when i put a magnet near it, it works. The ammeter works by induction, Could it be the Voltage regulator at fault in some way? Or is there a simple problem I dont know about? Also, the battery isnt charging very well, i normally need to charge it when left overnight, but it is old.
Any help would be much appreciated

Paddy I am a heavy duty mechanic in Alberta Canada . Iam also the dumby who posted the item for sale ..Anyway I am guessing that this is a generator system . your battery being poor may not be able to take in enouph amps to show a charge on the ameter add a load (turn on some lights ) and see if your needle goes up scale
