Concrete filled wheels

I know of two locations where concrete filled steel wheels from early Fordsons were left beside the roal when the tractors were junked during WWII. I have heard the tractors were left by the contractors from the 1920's and junked later. Were these wheels from the factoy or filled by the contractors later?

A couple days ago went back and photographed the wheels in one location. They had no lugs and two wheels were fasteded together. Apparently this was some type of a roller.
