FSM Now Runs But No 3PH Operation

A little update, got the injection pump back and installed, adjusted the valves and reinstalled the cleaned and tested injectors. Now it runs and except for installing the new front seal that I got from the Ford dealer today the engine is ready. My next mystery is the 3PH. With the PTO turning there is no hint of action with empty lift arms. No noise, nothing. I did pull the relief valve and it looked fine and it seems that pumped oil was reaching it. What ideas? I'll pull the top cover next perhaps and drain the oil and check the strainer for clues. Suggestions welcomed. Lastly, the Ford front end loader with it's separate hydraulic system will not make any effort to lift the bucket empty. It will however produce down presure to lift the front wheels and the bucket tips both ways ok. All ideas welcomed.
