Fordson Dexta at low throttle speeds up

At low throttle, lever at lowest position, the engine will continue to speed up. I have taken off the throttle control body and all it is, is a butterfly value to control the air and inside is the glow plug for starting. Also a primer line to the glow plug. Anyone have any ideas.

Engine revs are controlled by a leather membrane located at the transmission side of the injector pump. There's a conical metal cover, beneath it is a leather membrane. With time, the leather wears down and tears. You need to have this replaced. If you don't, before long the engine will start to rev uncontrollably, and at higher revs than it was built to do. You don't want that.

Where can I find the govenor diaphragm? Is there an alternative to using the original leather diaphragm?
