I just purchased what I was told was a 46 Fordson major, diesel tractor with backhoe. It runs very rough and has a substantial amount of black smoke. I am going to flush the tank and check fuel lines and pumps for leaks but am thinking that maybe the excessive fuel level is stuck. How can I verify if this level is working correctly and if it is not a fuel issue I guess I jump to compression?? Also, any estimate of weight of tractor with bucket and backhoe? Hydraulics are run by front mounted external pump.

It's probably a 56 or maybe newer. Check the serial number on front rightside upper part of the engine. An injector system is not for fooling with if you don't know your business. You will need to purge and prime it if you get air in the lines. And it must be very clean. Black smoke is either too much fuel, too little air, or not a warmed up engine. Check that your air cleaner isn't plugged, and that your thermostat works.

I will check the intake to make sure it is clean and will inspect and replace any fuel lines that are questionsable. What is the best way to bleed the entire fuel system if I decide to drain and replace the fuel?

Its possible that you have a '46 Fordson with a diesel engine, but its not too likely. Its probably a '52 or newer Major, like cdmn said. If it has a 4-cylinder engine with a Simms injector pump, then its a New Major.
If the rack in the injector pump sticks in the excess fuel position, it will run really rough and make huge clouds of smoke.
