Power Major question

I finally got my power major to run but it runs wide open.I had the throttle all the way up. First of all with the throttle in the up position is that suppose to be idle or is idle in the down position? The engine stop lever did not work and I had to disconnect the fuel line to stop it. The tractor has the vacume operated governor. I'd like to know about the throttle before attempting to run it again. I'm guessing that if the throttle is correctly set then I have a problem with the excess fuel button or an air leak in the vacume pump.

The throttle rack is stuck. Remove the 4 screws that hold the fuel button housing on, lube the rack and move in and out till works freely. If the excess fuel button dont move right it is defiantly the rack.
