Just bought a replacement pnematic govenor for a major from Peter slater fuel injection engineers ->Link

I'm>Link sure they will have one for a dexta.

I see a replacement offered on this link. 3rd item from the bottom of the page. Don"t know anything about the company and it says to call for price. Might be worth checking?

Case New Holland dealer seems to be the only source. part number is E354CL9, price was approx us $100.00 when I bought mine. It is made of leather and will eventually dry out. An occasional thin coat of some leather preservative probably wouldn't hurt.

While you're working on the governor, there is a small round guaze type filter that serves as a breather to the diaphram housing. It's a good idea to clean it periodically. It's under a small nut and washer in the housing, just below where the stop rod goes through.

Your Case-New Holland dealer can get one for you. Part number E1ADDN993115B. Most diesel fuel injection shops can also get them.

Oops. That's the part number for the Major diaphragm. I don't have the one for the Dexta.
