Fordson N Flooding Problems

I have a Fordson N that is having flooding problems It appears to be a modified tractor with the features of many different years.I haven't been able to find the SN, so it may have a replacement block. It has the early straight front axle and short steering column; F and H spoke wheels with rubber tires; PTO belt pulley; dual compartment fuel tank; early radiator with smooth sides and non-ribbed top tank; cast radiator cap; 1930 type governor; and 1939 type Zenith downdraft carburetor. The previous owner also had flooding problems with it and rebuilt the carb, replacing the needle and seat with a Grose Jet ball type float valve. He claims this setup cured the flooding problems, but he lived at an elevation of 4000 feet higher than me. Could elevation make that much difference, or should I replace the Grose Jet, or should I just add gaskets under the jet to make the float setting lower? The engine will flood when starting unless I have the fuel shut off at the tank. Then as soon as it starts, it will flood when I open the fuel valve.
