Early Super Major governor issues

A friend of mine just completed a complete engine rebuild of an early Fordson Super Major. He has the tractor back together now, and running well, but the governor does not seem to be working. If you throttle it up when pulling, then push in the clutch and throttle it down, the engine continues to run at a high RPM. The only way to get the engine to slow back down is to ride the clutch with the throttle in the low position. Occasionally the engine will increase RPM on it's own, without any input from the operator. Neither of us are familiar with the governor on these tractors (we both own Majors, but this is the first Super either of us have ever worked on). One old timer advised filling the injection pump with ATF to loosen everything up in there, including the governor, but that has not seemed to help. Any advice?
FYI, he used a complete rebuild kit, including a new crank, from BARECO, and it proved to be an excellent kit. We have both purchased numerous parts from that company for our various Majors, and they have always been of high quality and fit the tractors without any modifications.

If it has the vacume govoner make sure you have the pipes from the manifold the correct way around. If it has the Minimec pump it sonds like the govonor is sticky, make sure you filled it with oil.

The Major and Early Super Major would share the same style pump.The governor diaphram is easy to repair "in the field" and you could replace it yourself.

You have a sticking fuel rack which was a common occurance if the tractor has been stood up or the governor not been kept full of oil.

Filling the governor housing with ATF to free things may help but I suspect a visit to a fuel pump service agent is the most likely way out. If the pump has been abused this could be expensive.

Oops. Then this is what we call a "Late Super Major Minnimec Governor".

Maybe you could repost and someone else can help you that knows these units.
