A tractor with live pto would be a lot better.
Not much of a loader tractor,no capicity,front
ends break, very hard to steer.A lot of people
buy an old tractor like that because they can
afford it,a big mistake. You'll be disapointed
and wanting to trade next year.

If tractor is decent, runs good without excessive smoke and has good hydraulics and decent tires, then it might be worth that price alone. If so, you have the other stuff for free.

I got my TO-30 for $500.00 and had to put another $400.00 into it so I could use it! With the EXTRAS sounds like a good deal! Tractor costs depend on how bad you want it and how bad they want to sell it and where you live! Mind was a good deal BUT I don't think I will ever find another one for that price! Now I am looking for more parts around me and the working tools are what seems to cost a lot, like a brush hog for 500.00+, also some parts can cost as much as the tractor did when you want it NOW and don't have the time to wait for the good deal! That's about what I paid, but with no implements. Sounds sweet to me. However, at least do some quick checks; check oil for water contamination, also, check water for oil. If possible, do a compression check. Small things like that now may save you lots of $$$ later.
Good luck
