it sounds like you are running into carb icing. It can happen below about 50F with high humidity. The evaporative cooling caused by the change of phase of the liquid fuel droplets causes the water vapor to condense and freeze in the carb throat. If you just let the manifold heat up, the heat transfer to the carb will clear this up. It's really common in certain atmospheric conditions.

IT WAS DOING IT AT 80F AN CONTINUED TO DO IT AFTER AN HOUR OF RUNNING THE TRACTOR?

On second thought, how about a little more info.? What model is the tractor? When did this problem start? What have you done to try to figure out poor running? Have you checked the spark? Don't jump to the conclusion that it's the carb without doing some diagnostic work to get at the root cause of the problem.
