1948 TE20 Brakes

I am helping a friend who just purchased a 48 TE20 in fairly nice shape. The biggest problem is someone did the brakes and they seem to be operating backwards---you step on the pedal and the shoes retract. Anyone out there know anything that would cause this? Thanks

LIFT each independent brake pedal in turn, if the rod alongside the Transmission bends then the joint at the end of the pedal is seized, that could cause it or someone has fitted the brake springs on the shoes incorrectly, or fitted the wrong shoes. and the brake rods have probably been tampered with too in an attempt to adjust the brakes, and that doesn't work, they need to be adjusted in the Drum.
