My '49 starts great when pulled for about ten feet, and then runs great. But the old beast refuses to pop when I use the starter. New battery, full charge, ignition system in fair shape(Delco distributor/negative ground). I get fairly good spinspeed from the starter, but not a single pop! What am I chasing? Short in the starter? Thanks for any advice!

Has your tractor been coverted to 12 volt? If it hasn't you might have the negetive post grounded on your battery....

It could be a weak coil. Because there is a significant voltage drop when starting, the coil may not be able to make a spark across the plugs when the volts are low. Try either another coil or power the coil from a separate battery just to try it out.
