Yes the axle will slide out after you remove backing plate, etc., as you indicate. There are two seals, the inner one being easy to replace yourself, and the outer one being pressed on the shaft as John says. You can take the axle to a machine shop to do that for you, if you wish. Probably less than $50 per axle including new seal and bearing. Notice shims when you remove the axle, and replace exactly as you find them. When tightening back up, with both wheels off ground, if you turn one wheel forward and other goes forward, they are too tight. If other doesn't move, they are too loose. If other goes backward (opposite way), they are shimmed just right. You should get a manual, however, for general purposes as well as this. If shoes aren't too bad you might be able to clean them, but if not, make sure you do axle job correctly as new shoes are somewhat expensive for the 30, for some reason.
