The ring gears for the TO-20 and TO-30 and TE-20 show the same part number(1 750 034 M1) but the flywheels do not. However, since the ring gears are identical, they must fit on either flywheel. Since they don't, I can only conclude that you have a mismarked part number on your ring gear, (i.e. it's not the right part) since you say it is too large for your flywheel. It will never get any smaller so my advice is to take it back to where you got it and take your old ring gear with you to make sure that you get the right part.
