TO-30 tractor runs good but has oil in water and bubbles in radiator. Could this be just a head gasket?

Yes it has a cowling for the fan. It does not overheat and there is no water in oil,just oil in water.

The reason the oil is in the water is because the oil presure is greater than the coolant pressure. The radiator cap holds the coolant pressure between 4 and 7 psi (depending on the cap) but in general, the oil presure is above 15 psi unless the bearings are really worn .

if the radiator does not have anti freeze in it add a gallon to it, if the anti freeze leaks into the motor oil the bottom of the block is most likely cracked.

As John(UK) said, it could be a head gasket in the best of cases and it could be a cracked block or cracked head in the worst case. You'll have to pull the head to find out.

Yes it could be just a head gasket but it could be a lot more, remove the head and find out. If it has been overheating it could have cracked something, is your radiator clear and have you got a fan cowl fitted to help draw more air through.
