Have you opened the plug at the bottom of the carburetor to see if fuel gushes out continuously? If you just checked at the fuel line connection at carburetor, realize that there is a "secret filter" in the fuel elbow that can get clogged. If you have plenty of fuel at the bottom plug, your float valve could be stuck.Try a sharp rap with a block of wood on the side of the carb. If that doesn't work, pull the carb and open it up. Somethings is wrong with the flat valve or the opening in the float valve is plugged. If you have to go that far, you may as well get a kit and some carb cleaner and clean and rebuild the carb.

Are you sure there are no air leaks on the manifold to head or carb to manifold, if there are it wont pull fuel through.Use fresh gasoline not some that has been lying around, as it soon goes "off" A drop of oil in the cylinders may help it to suck fuel in if it has been lying around for some time, this will help to seal any wear in the pistons and rings. enough to coat the top of the pistons and run down the sides. It will smoke like a chimney when it does start though....lol
